{"id":400,"date":"2020-08-10T18:44:01","date_gmt":"2020-08-10T18:44:01","guid":{"rendered":""},"modified":"2022-10-27T15:15:00","modified_gmt":"2022-10-27T15:15:00","slug":"mastercard-excessive-chargeback-program","status":"publish","type":"post","link":"https:\/\/ccbill.com\/doc\/mastercard-excessive-chargeback-program","title":{"rendered":"MasterCard Excessive Chargeback\u00a0Program"},"content":{"rendered":"\n<p>MasterCard designed the <strong>Excessive Chargeback Program (ECP)<\/strong> to encourage each Acquirer to closely monitor, on an ongoing basis, its chargeback performance at the Merchant level and to determine promptly when a MasterCard Merchant has exceeded or is likely to exceed the defined monthly chargeback thresholds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Definitions\">Definitions<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Acquirer\">Acquirer<\/h3>\n\n\n\n<p>A licensed member who maintains Merchant relationships receives all payment card transactions from the Merchant and initiates that data into an interchange system.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Chargeback-to-Transaction_Ratio_CTR_\">Chargeback-to-Transaction Ratio&nbsp;(CTR)<\/h3>\n\n\n\n<p>The CTR is the number of MasterCard chargebacks received by the Acquirer for a Merchant in a calendar month divided by the number of the Merchant\u2019s MasterCard sales transactions in the preceding month acquired by that Acquirer.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Chargeback-Monitored_Merchant_CMM_\">Chargeback-Monitored Merchant&nbsp;(CMM)<\/h3>\n\n\n\n<p>A CMM is a Merchant that has a CTR in excess of 100 basis points and at least 100 chargebacks in a calendar month. This is effectively an early warning classification for Merchants approaching ECM thresholds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Excessive_Chargeback_Merchant_ECM_\">Excessive Chargeback Merchant&nbsp;(ECM)<\/h3>\n\n\n\n<p>A Merchant is an ECM if, in each of two consecutive calendar months (the \u201ctrigger months\u201d), the Merchant has a minimum CTR of 150 basis points and at least 100 chargebacks in each month. This designation is maintained until the ECM\u2019s CTR is below 150 basis points for two consecutive months.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Tier_1_ECM\">Tier 1&nbsp;ECM<\/h3>\n\n\n\n<p>A Merchant is a Tier 1 ECM during the first through the sixth month (whether consecutive or non-consecutive) that the Merchant is identified as an ECM.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Tier_2_ECM\">Tier 2&nbsp;ECM<\/h3>\n\n\n\n<p>A Merchant is a Tier 2 ECM during the seventh through the twelfth month (whether consecutive or non-consecutive) that the Merchant is identified as an ECM.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"Assessments\">Assessments<\/h2>\n\n\n\n<p>In addition to any applicable assessments for ECM reports or late report submissions, MasterCard may assess the Acquirer for issuer reimbursement fees and violation assessments for excessive chargebacks arising from an ECM. MasterCard calculates the issuer reimbursement fees and assessments as described below and they apply in each calendar month that the ECM exceeds a CTR of 150 basis points after the first trigger month.<\/p>\n\n\n\n<p>For the first 12 months of a Merchant\u2019s identification as an ECM, MasterCard will consider the Merchant\u2019s actual chargeback volume as a factor in its determination of Acquirer liability. During this period, MasterCard will assess the Acquirer the lesser of:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The total of the issuer reimbursement plus violation assessment amounts, calculated as described below for a given month, or<\/li><li>The Merchant\u2019s chargeback dollar volume reported by the Acquirer for that month.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ECP_Assessment_Calculation\">ECP Assessment&nbsp;Calculation<\/h2>\n\n\n\n<p>MasterCard determines an Acquirer\u2019s liability for the monthly issuer reimbursement fees and assessments for each ECM as set forth below. MasterCard calculates the issuer reimbursement fees in <strong>Steps 1<\/strong>, <strong>2<\/strong>, and <strong>3<\/strong>, and calculates the violation assessment in <strong>Step 4<\/strong>, as outlined below.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Step 1.<\/strong> Calculate the CTR for each calendar month that the ECM exceeded a CTR of 150 basis points (which may also be expressed as 1.5% or 0.015).<\/li><li><strong>Step 2.<\/strong> From the total number of chargebacks in the above CTR calculation, subtract the number of chargebacks that account for the first 150 basis points of the CTR. (This amount is equivalent to 1.5 percent of the number of monthly sales transactions used to calculate the CTR.) The result is the number of chargebacks above the threshold of 150 basis points.<\/li><li><strong>Step 3.<\/strong> Multiply the result from <strong>Step 2<\/strong> by $25 USD. This is the issuer reimbursement.<\/li><li><strong>Step 4.<\/strong> Adjust the result in <strong>Step 3<\/strong> to reflect the extent that the Acquirer has exceeded the 150 basis points threshold by multiplying the value in <strong>Step 3<\/strong> by the CTR (expressed as basis points). Divide this result by 100. At the end of July, Merchant ABC was no longer an ECM as its CTR was below 150 basis points for two consecutive months. This amount is less than the calculated amount of the issuer reimbursement plus violation assessment total of $13,753.25, as shown above for March.
